CEL&P is governed and managed by local people, not stockholders all over the world. The Utility Service Board is made of five individuals appointed by the mayor and city council in Crawfordsville. They are a policy making board. They also oversee the financial affairs of the utility, including any major expansion or expenditures like a new substation.
